Bacula-Web 10.0.0 updates dependencies and requires PHP 8.1

This release updates important dependencies used by Bacula-Web: the Slim PHP framework (slim/slim), the Twig template engine (twig/twig), and the Symfony cache component (symfony/cache). These dependency updates address multiple CVE vulnerabilities.

The dependency changes are directly related to raising the minimum PHP version supported by Bacula-Web to 8.1. Since Twig 3.20.0 requires PHP 8.1 or newer, and the project follows semantic versioning, this change has been introduced as part of a new major Bacula-Web release.
